Would that be up to the property owner to trim it or I bet if you call Duke power they'll do it but it won't look very pretty in the end, because they won't do it for post beauty...Your neighbor
It is actually on city property, about a foot from the owner's property line. The owner tried to have it taken down but neighbor told them they could not because it wasn't on their property.
Only very top wires are electricity. Duke has already trimmed in this area. Look at other trees in neighborhood, you will see this one doesn't look dangerous.
