Is this an example of a truly non-functionng trash bin, or is it purely an example of people being rude or lazy by just throwing their trash in the vicinity of the can with the miracle of the trash making its way into the litter receptacle. People need to make a true effort into putting trash properly into its place; this is not a game of horseshoes and hand-grenades, there are some peolpe who will hold onto their trash till the trash can be properly disposed and not just thrown onto the street. I thought we came out of the dark ages where the trash and sewage were thrown out the windows onto the streets belows. Take a picture of the offenders to shame them into doing the "RIGHT THING".
