It's rush hour at lunch and there is a mixing truck and several pickup trucks in the westbound lane, and there is a large flatbed 18 wheeler in the east bound lane parked in front of the bank. No flag person is directing traffic and there is only one lane open (the turn lane) in the middle for both directions of traffic to get through. This cannot be legal.
