If this is in reference to the Nissan on the sidewalk....I believe it is the owner's car, and he regularly parks as such. If it is not legal to park on the sidewalk, I suppose that he should be informed of that regulation and offered an alternative solution.

Here's an open duplicate ticket. http://seeclickfix.com/issues/1118203

It follows the same path:
Parking Violation/Abandoned Auto moved to Private Property and then LCI steps in. Unfortunately the issue is never resolved.

Call Nick Licata - he WILL take care of these types of issues.

Your link has a comment to call LCI back if problem persists - try the District Manager Srgt Forte also.
