A recent newspaper article addressed the spread of disease from burgeoning hoards of flies spawned because of dog owners not cleaning up after their dogs, to the point that DNA was being used to ID such offenders.
We have a serious growing problem in Hollywood's "Old North Beach". Specific evidence of this can be found off the edges of the sidewalk leading from the residence at 347 Palm street west to AIA. Persons residing at that address can be observed in the act of arrogantly ignoring the dog waste of their three dogs (not on a leash), usually between 7:00 to 8:00 am. Flies can be observed to instantly alight and begin laying eggs to spawn maggots and more flies.
There are other offenders in the area, but this one is the most consistently egregious in their callous disregard for the law and their neighbors, and the best place to start.

Please see e-mail below from Lead Code Enforcement Supervisor Jim McGee requesting a better address so that they might properly investigate your concerns.
The Code Officer for your area, Alex Araya investigated the address you previously supplied - 347 Palm Street, but did not find any violations.
If you could kindly respond to this e-mail and supply a better address to Officer McGee and Officer Araya, they will be able to investigate your concerns, and I will send you an e-mail with the results of their investigation, and the Mayor will be informed as well.
