Shadow Ridge subdivision

Shadow Ridge subdivision was built by Kevin Watson and rausch Colman. There are many homes built and sold along shadow ridge rd. However, there was no drainage system put in behind these homes and therefore the yards are flooded every rainfall and sometimes up to the door. The builders recommend putting in french drains but the folks that have bought these lower end homes do not have Money to.do that. Can a builder build homes on an area they know flooda and not gave to put in proper drainage?
