Is the owner of the rental property at 132-134 Park Ave. in Hamden waiting for the discarded-wastewater-pipe fairy to flutter down and take this?

I requested a curb for my house (as houses on my street typically have) shortly after purchasing the property in Oct. 2015. My lawn out front has been destroyed by plows and by Uber drivers (picking up rides from the multifamily houses across the street) who have no deterrent from riding up on the lawn on the somewhat narrow street. I am requesting curb installation ASAP.

The neighborhood is of course appreciative of the recent round of sidewalk replacement, but why didn't they finish the job by cutting off the plastic sheeting on the corner ramp pads? I understand keeping the plastic on during install, but the knobby traction surface does no good (and is more hazardous in rain) if no one ever cuts it off. The job ain't done . . .
