Need at least one safe pedestrian passage

Workers working in unsafe manner. Using saws and other power tools on the sidewalk, with extension cords stretched across pedestrian walkway. No trip hazard mitigation. Dropping debris from a great height on to street near passersby. No collection receptacle. I was almost clocked by a falling piece of wood while trying not to trip and get sawn in half.

Is a 20% rent increase legal for this address? Does the "special redevelopment zone" standing still apply? Believe the building was built in 2010. How long does this zoning exception last?
