    the traffic light is not cycling properly. It stops north and south bound traffic to allow no one to come out of the parking lots for the aquarium. This happens all hours of the day. Once that cycle is complete the signal will give right of way for the turn lanes on north or south or both to go when there is no one there. Eventually some is going to stop following the light signal because this pattern has be occurring for months. Then there will be a crash as a result. Can we get someone to address this issue?
