I'm leaving this open still. It seems the road dept did ground the bumps down a little, on about 1/4 of them. Their are still more bumps, and the roadways overall is just horrible. These bumps extend all the way to the home depot / wal mart section, not just in the beginning of the road. The attempt was there, but the ones that were grind down seem to be back again, still really bad. Cost me more than just a flat tire, bent my rim as well.
