There has been an unsightly, uncovered hottub on the roof of the garage at 2907 Ellwood Ave for multiple years. It holds water and becomes a terrible breeding area for mosquitos during the warmer months.

I would say it's private property and the city can't make every property pretty but there's an actual tree growing out of this hot tub (see picture, left side.) I think that's proof it's trash at this point. This is seen easily if you park in the upper parking deck behind the Byrd.
Spring is coming, this needs to go ASAP.

According to the City’s Guidelines For Property Maintenance (http://www.richmondgov.com/planninganddevelopmentreview/documents/PropertyMaintenanceGuidelines.pdf)
“Improper storage and accumulation of garbage and rubbish attracts rodents, animals and vermin, produces noxious odors and creates potential health hazards. Garbage stored outside should be places in approved, leak proof, covered containers. Accumulation of rubbish such as ashes, paper, rags, cartons, boxes, wood, tree branches yard trimmings, tin cans, metals, discarded appliances, and inoperable mechanical equipment are required to be disposed of properly."
How is this not considered a discarded appliance? It is a hot tub full of trash on a roof…don’t see it being functional.

The city obviously inspected the house next door (2909 Ellwood) which is under renovation. The hot tub is breeding Mosquitos on the house east (2907 Ellwood). The hot tub is on the roof of a low shed. It cannot be missed.
I'm very disappointed the city sees renovation and assumes it's the problem while an ugly old hot tub breeds Mosquitos next door.

The city must come back and inspect the proper location: 2907 Ellwood Avenue.
The discarded hot tub is clearly visible from the public right of way: the alley and from the parking deck behind the Byrd theatre. In addition to being an eyesore, it collects standing water and creates a major breeding ground for mosquitos.
