Approaching this intersection on a bicycle, despite the light being green, it may change while you ride through, with you never seeing the yellow.
Cars to the left & the right on Hartford Turnpike have poor visibility of the traffic coming from Ridge, and may not see you, resulting in an accident in which the cyclist will be at fault, despite their having crossed on green.

A confusing intersection--yes---needs to be fixed.
Bikists make it worse with their ignoring of the lights which exist and their reckless riding.
Recently bikist, on the wrong side of the road going South on the Tpke, turned LEFT on the RED light and headed south, still on the wrong side of the road. Damn near collided with me, as I was legally traveling North on Ridge with a green traffic signal above
This dangerous behavior is typical in that area, by bikists and someday will result in injury or death, and then the bikists will blame the car driver,
Both car drivers and bikists need to be more careful. but in that area, the fault is mostly with the bikists who ignore lights, signals and rules of the road.
Make the light system better and also clamp down on the many law-breaking bikists in that area.

35 mph is just too fast for this intersection, with zero sight lines of the cross traffic, a hill, and a fire station. Change it to a four-way stop sign and take out traffic signals. Put up a single flashing red from the center of the intersection. A traditional light doesn't work here, and a four-way stop is the fairest way to handle the rare times when there is car congestion here.
Put in some curbs and sidewalks. And stripe crosswalks where they expect the pedestrians to cross. When the fire trucks need to get out they'll flash their lights and do what they have to do.
