For the past few weeks, a homeless person has been residing at the rear of this property. He has set up a campsite. The campsite has sleeping apparatus, food, clothing, items for hygiene and human waste disposal. On more than one occasion he has been spotted naked. He chants and sings all hours of the day and night and can be heard inside of my home. My property sits directly behind the abandoned office building. I have called the police on four occasions. Officers only offered a "courtesy ride" off of the premises, indicating that he had not "broken any laws" and that the " homeless situation was a sticky topic." He was back chanting and singing loudly 12 hours after he had been removed.

The last officer indicated that the owner of the property had to file trespassing charges. Previous officers indicated that they would have his site removed by sanitation services, but that has not occurred. If my zip code was 30326, I am sure the problem would have been solved with more vigor.

Tax records indicate that the property is owned by Richard J. Randolph III. I contacted Mr. Randolph on 9.21.2019 and he indicated that he is no longer the owner of the property. He says that the property is owned by a company in Texas. There was a property transfer to CASAS Opportunity LLC, but I have been unable to locate any contact information.

I wold like this problem resolved as soon as possible. Not only is it unsafe (while he has not shown any violent behavior, there are clearly mental issues), it is a serious health hazard and will become a possible fire hazard as the nights become colder.
