Traffic backs up for blocks on Cowpath because the "On time" (Green) for Cowpath traffic is too short during morning and evening rush.
Traffic is backed up beyond entrance to CVS.
Vine Street will only have 2 or 3 cars.

This is truly environmentally unfriendly Cars back up in the morning from that intersection almost to Main & Cowpath. In the evening cars backup to Troxel. The On cycle timing for the light needs to be doubled for morning and afternoon rush.
