9-1-206a "Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the building or structure." Plants growing out of debris on the roof causes rot of the underlying roof deck, which will cause the roof to collapse.

9-1-206b "Water running off of the roof shall not be discharged in a manner that undermines the foundation or maintenance of any building" The detached downspout is sending water straight to the foundation, which will cause the foundation to be undermined.
