@jcs: Fruitvale Ave is considered to be "north/south". If you are referring to the light heading "north" (towards the hills), that light has a green "Left turn only" light. The traffic heading "south" (towards the bridge/estuary) does have the "right-of-way" once the green arrow "turns off." Other than that, vehicles in the northbound direction, waiting to make the left turn going parallel to the freeway towards 29th Ave must yield to the southbound traffic. There are signs on the signal poles indicating this. Also, there is no left turn arrow for vehicles wishing to make left from Fruitvale Ave southbound on to E.9th Street eastbound (going towards 37th Avenue).
