Runoff into public alley , street, city sewer system during heavy rains this August!

It doesn't seem this site's barriers have been stabilized or inspected by any workers (private landscapers, private property owners OR city govt- for months!)
Freeflowing mud into city/public streets. This CAN'T be good for sewer system!
Is every construction site in city so badly monitored?
