Sometime in December someone dug in our front yard and placed a black line, they buried part of it but left part of it lying across the middle of our yard. There are also two parts sticking up out of our yard. We do not know who has done this. We contacted North State and Time Warner asking if this was them. They deny it is there wire. We do not know who this wire belongs to but it is lying in the middle of our yard and not on the property line. We want it moved out of our yard.
