Black terrier dog kept at the corner tire shop is frequently seen leaving the premises and wandering sidewalk and street unsupervised. Today the dog ran out and crossed 61st street, just barely dodging a car, and rapidly approached me and my (leashed) dogs. They were highly stressed and charged by the terrier's assertive and uncontrolled behaviour. Numerous shouts to proprietor to restrain and collect his dog were met with a lethargic and contemptuous response. Upon his eventual arrival, the owner grabbed the terrier by the neck and swung him up in the air in a sickeningly cruel manner, carrying the dog by the neck (not really the scruff) back to the tire lot. Was horrible to watch.

FYI another neighbor reported this dog as loose on the street two days ago. It's a chronic issue.
