owner of empty lot does not maintain property allowing trash, liquids and furniture to be dumped here consistently. The rest of us who live around the property have to constantly clean up their land. Has become a mini landfill in the middle of a neighborhood. Owner should be held responsible for allowing trash to blow into sewers and other people's property.
