Homeowner has built a retaining wall using huge commercial grade concrete blocks and brought in tons of fill and process to completely level property. They proceeded to pave every single blade of grass with asphalt. It now looks like a commercial piece of property. Retaining wall is leaning already has now depreciated neighboring properties. This needs to be checked out by licensing and inspection ASAP. Not sure what the homeowner's intentions are but there better not be a commercial business going there. Hartford cannot allow this to happen.
