Private Property PLUS

In this picture is my back yard. It is bordered by a lake to the right just across my neighbors drive way, on the left is Camp Pendleton where a creek runs and connects to the lake, both the lake and the creek run off into my backyard. The only solution that can save my property in the event of a flood has to involve city engineers. I get runoff from a lake that is not on my property and a creek that is on Pendleton property. I have exhausted all options, please get back to me so I can remedy this as soon as possible.
