Mounds of furniture and garbage in front yard

This home has been under construction for years and is uninhabited. It appears to be filled with junk and the owner continues to unload furniture in the driveway and leaves it there. The junk pile in front of the house continues to grow. There have been complaints from neighbors whose property backs up to this one that the backyard is similarly filled with rubbish and has attracted rats. The blue tarp pile has been there for over a year. The dirt from the front yard has spilled into the sidewalk and you can no longer walk on the sidewalk. The house is a nuisance and the owner should be held accountable.

The owners of 4992 Devonshire need to trim their bamboo away from the sidewalk. We walk regularly down Mendenhall to the grocery store and have to get into the busy street to get around this property.

Van does not run and was pushed into driveway from vacant house across the street. Parked using a brick, filled with junk. People constantly visiting van that do not live at the residence.

Also, the front of the house is littered with junk.

These people that occupy this property are constantly bringing in more trash. They look like squatters with someone living in the broken down van in the car port and even set up a tent in their front yard. Another broken down red vehicle sits in the driveway surrounded by multiple cars that are loud and come/go at all hours of the night. Junk piled into the backyard including trashed pots, multiple riding lawn mowers, boxes of who knows what. Foul odors come from the backyard from constant burning chemicals. Trash piled outside of the carport into the side yard leading to the backyard.

Enough is enough. This property has roughly been in this state for the last 5 months. However, there is a now mound of dirt in the front yard now. The lovely tarp covering the roof for the last 5 months will be great habitat for the mosquitos this summer with all of the pooling of water. Are renovations allowed to last indefinitely in Memphis or is this a code violation? What's the point of reporting issues if nothing is done to address these issues? I can't imagine what the people trying to sell their house next door to this property are thinking.

The backyard is full of garbage and junk. Prime for rodents and snakes. Trash blows over the fence.

The back yard that backs up to my property is filled with junk. I have seen rats along my fence line.

Lid of garbage cart was broken during last pick up. Need a new cart but current cart has several things inside. Please leave a new cart. Upon receipt, I will transfer the items to the new cart and leave the old cart on the curb.
