A yr or so ago I did a see-click fix on these branches as a big safety issue. Now the city has finished building the sidewalk right underneath these dangerous dead branches I think it is wise to remove them before they fall and hurt someone badly. The big 35-40ft branch moves a lot during wind storms. If its not the cities tree please make the owner remove the branches as a public safety issue.
