    North Watkins Memphis, Tennessee - Shelby Forest-Frayser
    Traffic light going N on Watkins and N Parkway (Crosstown) is out of sync with the left hand turning arrow. Traffic going N has to stop at a red light on the overpass and watch the lefthand turn signal turn green and give a green arrow. The other traffic waits for this left turn arrow phase. But no cars can reach the arrow because they are at the red light over the bridge. Unnecessary traffic signal phase.
