This open metal pipe is in the walkway (non-paved sidewalk area) next to the street by 4623 Lincoln Ave. It is approx. 4-5" in diameter. It was left in the ground after a car knocked over the city owned pole which held the flashing lights on the turn. This open pipe is a danger to people or animals that frequently walk there. It is located close to the new flashing light pole that was installed after this one was destroyed and cut off at ground level by a Public Works crew. This open pipe needs to be removed or at least securely capped. Public Works should have never left this very deep open pipe in the public walkway like this.

We now have 3 LED streetlights glaring into our house on 3 of the 4 sides. It has made it impossible to function normally with all this blindingly bright glare invading our home and property each and every night. A member of my family who is impacted by this unending glare has now had a stroke. I am aware of the science which proves LED flicker can cause seizures, as well as damage to the eyes which we are now suffering from.

My previous requests to shield the first LED streetlight resulted in installation of a tiny strip of unknown material wholly inadequate to cover the fixture and prevent light from glaring into our home. There are now 3 fixtures that need effective shields or shades. The lights are located on the hills above our home and shine down upon us, so the shield will need to hang down far enough to account for this and angle the light back towards the street.

I’ve been told that streetlights that are not focused on city streets but that glare onto private property would legally constitute a partial taking and would be actionable under an inverse condemnation lawsuit.

I have made multiple posts to make you aware of the problem to no avail. I am asking that you take whatever steps necessary ASAP to prevent the city streetlight glare from impacting our private property and home located at 4549 Lincoln Ave.

The 3 streetlights impacting our home are:

Been there for weeks. There was a second one belonging to Safeway but I got them to come pick it up. This area has become an area where people continually dump their trash.

There is a child's tricycle that was dumped in the city drainage channel that needs to be removed and disposed of.

There are also wood forming materials left over from the recent cement work on the drainage outlet that need to be removed (before the rains cause them to fall into the channel)

The location shows as 2289 Melvin on the map but this is incorrect. The true location of the drainage channel is across the street from 2298 Melvin Rd.

Andes Construction was working on the sewer on 2289 Melvin Rd and dumped bio waste from the sewer (contaminated dirt and rocks) on my property at 4549 Lincoln Ave. The contaminated materials are in a large pile on the ground next to the corner of the 2289 Melvin property (by MH #56-014-73). There are also contaminated rocks piled on a stump near the contaminated pipe on the ground. Please remove this bio waste from my property immediately!
NOTE: NO heavy equipment is to be used on my property. The soils have been damaged recently by the use of unauthorized equipment and care must be taken to avoid further damage. You will need to contact me before you come to let me know when you will need access and you can do that from Lincoln Ave. The contaminated debris is only accessible from Melvin Rd.
