Kimiko Capers

The lake in the front of Lake Placid, which my home backs up to, is covered in algae. I have lived here 15 years and have never seen this before. At times, you cannot see any water at all. Can some kind of algaecide be applied by the proper government office that will not endanger the fish and ducks that call this home? It is impossible to fish the lake and the ducks cannot even get to the bread thrown out for them, Thank you for your help.
