Is there a statue, that prohibits, in the interests of the common valuation of real estate values, the parking of vehicles outside designated driveways? This neighbor has decided to park, out of the sheer number of vehicles that frequent the address, on the front lawn. This provides not only an eyesore that detracts from the possibility that buyers will find cause to purchase one of our many homes available for sale, but also, an undesirable precedent that will possibly encourage the practice.

You asked has this issue "been fixed?" No.
As of 9:00 PM Sunday March 27, there were two vehicles parked on the lawn, outside of the designated driveway.
I assume that by asking the question, that there has been notice given to the offending parties. If so, it appears that the lack of respect of authority is in accordance with what little is evident for neigbourly courtesies.

Thanks for the Code update. Speaking of Code, we used to operate under one of general decency, but that has been replaced with regard only for self and immediate convenience. And, I agree with your observation that others seem to be following suit with regard to parking in the yard; the same case can be made for a littany of inconsiderate practices. With those observations keenly obvious to prospective buyers, we are either destined to continue to have many unsold houses on the market which hurts values, or, be inclined to live with a new batch of neighbors who find the degraded sense of unspoken community standards to their liking and continue the practice.
With respect to speaking directly with the offending parties, it has been my experience, learned the hard way, that those who the lack of deceny to consider their neighbor's sitelines, are not inclined to recieve a neighborly request in kind. In fact, retribution and near violence has been my experience when making a plea.
As for the Civic Association, I think you will find that they lack any authoritative charter and are essentially organized for the purposes of planning the annual picnic, publishing the phone directory, and occaisonally assembling an audience for a self-aggrandizing speech by Kathy Graziano.
