All you have to do is look at the per capita murder rate of a city to see how well managed and livable it is....

This issue is 5 Months old. It's sad the the Philly311 has not "acknowledged" it.
Who is enforcing our law? Do cyclists have to take the law into their own hands if the city fails to respond when the health and safety of fellow cyclists are at stake? And they wonder why cyclists are get so angry.
