For the Hodge St traffic lights, the light is green for only 10 to 11 seconds. This morning at 10am, only 3 cars were able to make it through before the light changed to yellow. Traffic was backed up for nearly a quarter mile. Saw a car enter the left turn lane during the red light, and cut across the front of the straight/right lane to make an illegal right turn because of the backup in traffic.
