Who is responsible for repairing?

The sidewalk on the Breakwater Bay side has been fixed, the boardwalk on the harbour landing side has not been fixed. Are there disaster relief funds available for this?

Thank you city official for recategorizing ... 2.5 years later and still not fixed. I might guess that it is not the city's responsibility to fix, but if the condo has a responsibility to maintain a public access walkway...shouldn't the city hold them accountable?
