i hear what you're saying but i'm not sure what anyone in particular is supposed to do about this to "fix" it - i'm a long-time city cyclist, been up and down bloor countless times, and the fact is every intersection in every city is the same: cyclists always need to be aware of the potential for cars turning right - even if we're "in the right", that won't matter. if we collide, we'll still be hurt. so, my advice is: 1) shoulder check often, especially when coming up on intersections, 2) don't hug the curb, take your whole lane if you have to to be seen and not run over, and just keep your head up. if you don't feel like you have the skills to ride safely on bloor, harbord's a good option, as it has bike lanes. i know, it would be great if drivers were perfect, but no one is, and your best bet is to be safe and know your limits.
