I am writing in response to your request for a traffic signal at the intersection of Forum Drive and Old Lead Mine Road. The City of Raleigh Transportation Department conducted a traffic signal study for this location. This study included examining current traffic volumes, crash history, and performing field investigations.

There are two main reasons for installing traffic signals at an intersection; (1) to correct a crash problem and (2) to reduce delay on the side street. This intersection did not meet any of the guideline thresholds for the installation of traffic signals. Guidelines used in this study are from the Federal Highway Administration’s 2009 edition of the Manual on Uniform Traffic Control Devices. This manual contains nationally standardized criteria for the consideration of the installation of traffic signals. Some of the criteria used include main street vehicular volumes and side street vehicular volumes throughout a typical weekday. A recent crash history is also analyzed for particular crashes that may be considered correctable by the installation of traffic signals. The computer program used to analyze the warrant thresholds, “PC-Warrants for Windows,” is based on the nationally standardized criteria.

Crash history shows that for the last 5-year study period from 12/31/2014 thru 12/31/2019 there have been 7 reported crashes at the intersection of Forum Drive and Old Lead Mine Road, which might be considered correctable by the installation of a traffic signal. None of these crashes occurred within a 12-month study period. Traffic signal warrants require a minimum of 5 crashes within a 12-month period for consideration of a traffic signal. This location did not meet the crash warrant criteria for consideration of a traffic signal.

Traffic volumes were studied and found that the intersection of Forum Drive and Old Lead Mine Road did not meet all of the guideline thresholds for the installation of traffic signals. This was done by collecting 24-hour vehicular counts. Based on the traffic signal study, the Transportation Department can not recommend that a traffic signal be installed for this location at this time. However, staff did find a pattern of crashes that would indicate that motorists were running the stop sign on northbound Old Lead Mine Road. I am recommending that a stop bar be installed for this approach and to replace the existing stop sign with an oversized stop sign. Staff will continue to monitor this location to evaluate if these counter measures are working.

I don't believe you understand the traffic that will come when Target opens in that shopping center.
Even without Target, it is a very bad intersection to cross.

It is definitely an interesting intersection. From what I have experienced the entrance to Chick-Fil-A at breakfast and lunch put a bunch of pressure on that section. Plus the recent build-up/exploitation of the residential/apartment may be a larger factor than Target.

But let's be real about it. We will just need to wait until a few of serious accidents occur at the intersection. Until then try driving an APC . The mileage is bad and the ride is rough. But the M113 tracks are great on snow. It does impress the ladies when the driver's hatch are open and the wind in your face.

Seriously try the local city council member for that district and then contact the Forum companies and Target. They help change priorities and find money.

If you do come upon an accident make sure you take photos and post them here as a "now can we have a bit of a re-think. Or you can put a low cost "game" camera on the intersection and make a case using video.
