I have noticed this problem mostly on rainy days oddly enough and in the early morning (0500-0600). If you are Southbound on Princess Anne and want to turn left onto Dam Neck, the main signal will cycle 1-2 full times without ever letting the left turn lane get a green. I have yet to see it go beyond 2 cycles before giving a green light to the turn lane, but that is still a bit excessive of a wait and does result in people either running the red or jumping out into the straight through lanes to go down one light, flip a U, and come back up to make their turn.
