The storm drain located at the driveway at 477 Baldwin Ave is DANGEROUS. It is about 8 to 10 inches below the roadway surface. I do understand that drains must be lower in order for them to work, however this is a dangerous condition. The road surface was recently paved (poor job) and this has made the situation much worse than it was. I am sure that the storm drain has "sunk" over time and the correct way to solve this is to raise the drain grate before paving. This is a hazard for anyone driving Baldwin ave going East before the entrance to Mattabassett condos. It should be repaired (raised up) before someone looses control of their car/truck.

The work that was done on Baldwin Avenue was a "skim coat" intended only to cover over the worst cracks and potholes. Repaving or reconstructing the roadway as it should be done is an exercise in futility without installing proper drainage. Without drainage, water from the surrounding properties runs down into the roadway, freezes and thaws and will crack any repaving in a very short period of time. Installing the proper drainage and doing the other improvements that should be done to do the job correctly is a multi- million dollar project that is not affordable by the City at the present time. We are working on obtaining federal funding to assist in offsetting the cost.
The drain is lower because of the repeated overcoats of paving material. The choice was made to do the skim coat because the condition of the road without was more dangerous than with it. We'll see if anything can be done about the drain, but that may need to wait for warmer weather.
