Try the City of Raleigh Stormwater Management Department under Engineering. Then take plenty of pictures.

This is somewhat of an experiment. Someone from CofR code enforcement told me this was the way to report the issue. And this is not a killer issue in the winter. (Mosquitoes in the summer.) So I'm sort of waiting to see if the CofR responds before spring.

Hi, a staff member just brought this issue to our attention. We apologize that this complaint was missed and did not go through our normal processes. We've recategorized this issue so that staff can take a look. Our Transportation Field Services Division will check this location and make repairs as allowed. We are also getting a lot of complaints about standing water. Please note that 2018 was Raleigh's wettest year on record, and 2019 has already proven to be a very wet year. Staff have had numerous requests like this one and we're working as quickly as we can to improve our infrastructure in ways that will help alleviate nuisance issues related to the significant rainfall.

This spot has had standing water for 10 years or more.

Last Monday I was talking with the person (can't find his business card just now) who coordinates water and waste underground piping.

I'm thinking the street gutters sinking on both sides of the street are related to regular water main breaks we have had along this 300' stretch of street that started with the project to replace the storm sewer under Davidson back in the day.

There might be a synergy is coordinating here.

Also the sewer hookup collapse that occurred at 4500 Yadkin during the construction.
