Thank you for contacting the OAK 311.The maintenance and repair of sidewalks is the responsibility of the property owner per Section 5610 of the California State Street and Highways code and Section 12.04 of the Oakland Municipal Code.
These codes require property owners to repair and maintain their sidewalks, except where sidewalk damage is caused by an official City of Oakland tree, in which case the City's current policy is to take on those repairs.
If sidewalks are nonexistent, then the owners of the adjacent parcel are responsible for the installation of new sidewalks.

In addition to the sidewalk access issue, this is also a drainage problem. Whenever it rains this whole corner becomes horribly flooded, which has been reported here on SeeClickFix for years but never resolved.
Typically a new sidewalk is only required to be installed when a substantially new development is constructed, but in this case there is an additional compelling reason to do this work proactively in order to maintain adequate stormwater drainage, which is a health and safety issue, and helps to preserve infrastructure maintenance.
