Multiplex owner fails to perform routine maintenance -- a neighborhood nuisance. Trash cans left strewn in front yard for days after trash pickup, collecting water breeding grounds for mosquitos. Violates multiple portions of COH Ord. 10-451(b). e.g. (10) "Permitting the existence of weeds, brush, rubbish, and all other objectionable, unsightly, and insanitary matter"
