I believe this is in the parking lot near the park, on Henslowe, not on Sierra.

Explain to me how city of Raleigh does not maintain a road on city of Raleigh property?

It's a City of Raleigh park road that leads between lake wheeler and sierra dr/henslowe dr. right next to carolina pines park.
