A lot of people "yell" outside...even at a country club , on a golf course , after a couple drinks...it's the city , itself noisy , so there's yelling anyway...so why target our most vulnerable people... surviving OUTSIDE..in rain and in chilly weather ??

@ Tao - Why don't you move them all in with you!! Some people need to sleep so they can be productive the next morning/day!

Again , it's the CITY...NOT THE COUNTRY CLUB RESORT..people are yelling over here as well....it's the CITY...dump trucks , busses...should we move them "in with us", too...???..it's the CITY..it's noisy...
