In February, we sent out a notice regarding our study of Buena Vista Ave between Stanton Street and Entrance Road. We have summarized that study below, and are consolidating the electronic cases.
At Stanton Street, we recommended (1) red curbs to improve visibility, (2) yield markings on Buena Vista to improve the pedestrian crossing, (3) additional pedestrian crossing signs on the backs of the existing signs to heighten motorists' awareness of pedestrians, (4) a new crosswalk on the southside of the intersection, (5) new stop bars in advance of the crosswalks to improve pedestrian crossings across Stanton, and (6) APD enforcement. Items 1, 2, 4, and 5, will be done by a contractor. Due to the contractural nature of the work, i.e. getting contractors on board, contractor busy seasons, and getting on their schedule, we estimate the work to be completed by the end of the year.
The intersection did not meet the State Department of Transportation's criteria for rectangular rapid flashing beacons (flashing pedestrian signs) or a traffic signal.
At Entrance Road, we found significant pedestrian improvements with the upcoming Del Monte Development. Specifically, new pedestrian ramps, crosswalks, and bulb-outs. Construciton of this development is expected to be completed in the next two years. In the meantime, we recommended APD enforcement.
The intersection did not meet the State's criteria for an all-way stop control or traffic signal.
For the analysis of speed, staff calculated the 85th percentile speed. This is the speed that 85% of motorists are traveling at or below, and is a metric used for establishing the speed limit and police enforcement.
The 85th percentile speed in this area is comparable to similar streets in Alameda. And although we do not deny that there are individuals that are speeding, the proper way to address those individuals is with enforcement.
