As per the inspector, a summons has been issued to the property owner for recycling out early on 12/27/2016.

It was DUMPED there!

If trash is in front of a building, it is the buildings responsibility. They also didnt break it down like they were supposed to. Thats probably why they left it there.

If you do not put it out right, they might not pick it up, either. That is what I meant. For example, you cannot put out a mattress without a sealed plastic cover, or they might leave it. Any mattress, no matter its condition.

The trash is by the parking lot and NOTnehere the building puts out trash. THis was illegal dumping . Who do I need to speak with about the summons?

Also the dumping happened on 12/23 not 12/27

Cardboard was removed. A summons was not issued to the property, but the inspector will continue to monitor the above mentioned address.
