Can't tell if my comments went through. The issue is "closed" ... not sure how that works when the problem isn't fixed. I haven't used this system so I just don't want this to be brushed aside.
Please don't just close this issue because the fence is on State Land. We in the Point Development of Glen Cove take pride in our neighborhood. This fence was not even in place when most of us purchased our homes, and now it's poor condition not only wrecks opur beautiful views but lowers our property values. I think the Mayor, or City Council members should contact the State on our behalf, and represent us with this problem.
Great job Jason L.,LMD you have just proven how useless this whole process is. Won't anyone in the City of Vallejo take a little extra step to help out the community you supposedly represent? I would think the people employed by our city would have more access to state help than just a regular citizen. Why not just try and see what you can do to help?

Broken Fencing in So. Regatta Area. I've opened a ticket before and was told by Jason L. that it's not under Vallejo jurisdiction. I was able to get in touch with California State Parks and I have a copy of a memo dated 1987 indicating that an agreement too place where the State will furnish the fencing and that the city of Vallejo will provide maintenance and upkeep. Moreover, LMD has been repairing the fence for 30 years. It is now to a point where it will collapse and a board with nails sticking out almost fell on me. This is now a public safety hazard. The fence repair is not that costly and the politics between the State and City has come to a point where you are putting the safety of your citizens . This street is a major exercise/jogging/walking/biking path for people. If someone gets hurts because of inaction on both sides, please be assured that this SeeClickFix ticket serves as evidence that you have been forewarned on 09/16/2016. Every time someone opens a ticket, the automatic response is to close the ticket indicating that it is "not under jurisdiction". There are no offers of help to locate who is responsible for maintenance nor any legwork performed by Vallejo public officials. I will be contacting the Mayor if this remains unresolved within the next few months.

Of course there has been no progress, the city of Vallejo is doing everything they can to not be responsible. Hiram's comments clearly show that the city IS responsible.

Thanks John, There is also a sign nailed to the fence across from 756 South Regatta which says Morgan Fence Company. Maybe a call to them would help enlighten us.
City staff met with representatives from the State Parks system and determined that the fence is on State land and will become the responsibility of the State Parks when replaced. The City formally requested the State begin the process of conducting environmental assessments in order to start the replacement project. The City and the State will also work on an agreement for the State to take full control of the fence. We estimate the process could take up to a year to get everything handled based on the State’s requirements, and we will periodically update the public about the status of the project. Can either the city or the state repair the fence in the interim while taking up to a year to conduct their "environmental assessment" It is an absolute eyesore and it makes the city look like it doesn't care about its residents. Repairing it should not cost a lot of money.
Another thing that was done regularly in this area is weed abatement. There was a fire a week ago and started small and became large really fast. See attached photo
As H.A. notes, the fence is an eyesore and it is an object for potential injury to the public. The invasive weeds just across from the fence have never been managed by the state so not surprising, they were the perfect kindling for a fire. Does the BSRA area officials not consider the Vallejo side worthy of attention? I suspect if this situation was in Benicia, the fence repair and weed abatement would be nearly automatic.
There are a lot of good things that have been accomplished out of the See Click Fix System and this fence seems to be a heavy lift but it's sad that high level city officials have not taken a more visual role in this situation. This would be a real chance for a City Council Member or other city official to show what a real leader he or she really is, and No One has stepped up to show the Voters of the Point Development that they are represented here in Vallejo.
I have contacted State Assemblymen Timothy Grayson's office to ask him for help. Jana from his office contacted me today. I will attempt to do what no elected politician in all of Vallejo can be bothered to do for us. I will get this fence fixed for us, and who knows I may just run for Mayor.
Here's an update on our fence issue. Tim Grayson never got back to me. I guess he just wanted me to come and tell him how much I admired his new office. A women from his office did contact me. She suggested I hold a benefit to raise the funds needed to fix the existing fence. I did call my HOA rep Ward Stewart who told me he has been working on it and after an environmental study is concluded by the state something will be done. So I guess for now I'll leave politics to the politicians.

Unfortunately, the state parks system does not have the staffing or resources to address this matter fully. At this time the City is coordinating the resources and funding for the fence's replacement, and we will provide updates as they are available. Geez, now we have to resort to calling a State Senator about a problem that should just be handled between local government and state government. I’m sure he has nothing better to do with his time in to fix the fence.
An environmental study has been concluded by the State and a beautiful new split-rail fence will replace the old dilapidated one. If you would like to see what the new fence will look like just walk down to the State Park Gate. A few sections have already been completed there.
The California State Parks have an ongoing project to replace the fence. The fence is within the Benicia State Recreation Area and is subject to state standards and construction requirements, and the City does not have an official role in construction or inspection. A State Parks representative confirmed that the project is ongoing and may take time to complete, as the labor is largely being done by volunteers.
