Residents put trash out on their deck and in their trash can but never place the trash near the alley. I personally drug their trash can out of the yard and down the alley for the kind city workers today because it had been back there for 2 months and rats were crawling out of it. Please help
I have lived in this neighborhood for 12 years and have never seen rats until recently. Mice, yes. Not rats until late last year.

There needs to be some kind of enforcement on trash care of residents as well pulling their trash out to the alley on collection days and clearing the alley by retrieving their cans after collection day.
