Yes, several big camps, with porta-potties and water and garbage service, would be much better than this. And if the cops don't routinely take their stuff away from them, maybe they won't feel compelled to hoard stuff as much? That seems to be a source of much of their garbage: trash that is acquired from elsewhere and then discarded.
