We have a bylaw that allows DPW to call back contractors to correct these paving failures. In days of old during the fill in of the excavation the ditch would be " sumped" which is to run water during the fill in. Usually from a nearby hydrant. This would prevent gaps in the fill in process and prevent future depressions after paving.
