The liquid, and foam, has been running down the Pell Street gutter since this morning. It flows north on N. Bloodworth St. before entering a storm drain at Boundary St. It resurfaces where this reported problem is occurring.

I saw this water as well. Here is a picture. It was flowing out of the storm drain at the top of hill on Pell Street. Flowing down the gutter of the street to Bloodworth and flowing into the storm drain at the bottom of Bloodworth Street at Boundary Street. This is a lot of water. Other neighbors said they saw it the day before. I assume there is a major problem in the drainage and that someone is deliberately washing their waste into the storm drains.

This picture shows the storm drain OUTLET from pipes that drain North Person St. between Polk St. and Peace St. It's been a constant nuisance during the Blount Street Commons saga, over the past 7 years, and repeated complaints have not received enforcement effectively controlling the violations.

The liquid has been flowing for the past hour. Construction crews deny any responsibility.

Stream is cloudy/milky again this afternoon.

SewerCam crew investigated this maze of pipes last year so there must be some way to locate the source of the pollution in the attached video.

Any update from the City on the Pell Street/Cherry Branch pollution issue?

A CoR storm sewer snorkel truck poked around the drain and outlet on Pell St. this morning and then departed when the usual rainy day mud flow began.

Staff investigated this item at the time of report, but the item was not closed. We are closing this item as resolved. If you observe issues with runoff at this site again, please feel free to report it again or reopen this item. Thanks!
