Tree removal residue

A street-side tree was removed (in Feb.) and the stump was just ground. There is now a three-foot high pile of chips. Will the city clean this up? Is it my responsibility to clear away the debris/level the site? (If it is mine, how much material should be left to settle into the hole? Six inches above the surrounding area?)
