Thank you for submitting your concern. The purpose of the painted lines were to aid residents on proper cart placement before winter. It is imperative that the carts have adequate clearance between them in order for the truck to be able to tip the cart. Please refer to the posted picture showing appropriate cart placement.

I guess that's sucks for me then since I was the only one who put mine out the night before and every other person doesn't get it. Thank god I can take my garbage and dump it into a work bin.
I guess the court residents should get a notice of leaving about a foot between bins.
