Frequently observed drinking in vehicle, getting out of car with open bottle of booze, seen urinating outdoors, often drunk with others in the front lawn. Has curtains open and stands in front of window nude exposing himself. There are children and a teenage girl on this street. He taunts the nearby dogs. His friends park in front of our houses and aren't anywhere near the curb, so they are in the flow of traffic . They arrive in a car drunk and leave even more intoxicated. He lives on the bottom level on the right side when facing the apartment building. Has parties often that are on the front lawn.
